In a first of its kind, Andhra Pradesh Cabinet has approved the AP Circular Economy and Waste Recycling Policy 4.0 (2025-30) to generate revenue from waste management and implementation of environment-friendly policies as part of Swarnandhra Vision-2047.

The policy was cleared at the Cabinet meeting held here at the Velagapudi Secretariat on Thursday. Chief Minister N. Chandrababu Naidu presided over the meeting. The policy focus is on providing new opportunities to MSMEs and create job opportunities.

According to a government estiamte, the policy's implementation will lead to earning ₹3,000 crore per annum as GST due to value addition. It is projected to increase GSDP by ₹15,000 crore per annum and facilitate supply of materials valued at ₹10,000 crore to the manufacturing sector. The policy envisages to create direct jobs to one lakh people and lead to creation of 10,000 micro enterprises

As per the draft policy, three circular economy parkswill come up. The first will be locaed in Visakhapatnam in an area of 400 acres as per international standards. Earlier, the officials held extensive consultation with Material Recycling Association of India on globally accepted waste management practices. The State Government has already declared to ban single use plastic completely from October 2.

Airports at Kuppam, Dagadarthi

The Cabinet cleared a proposal to develop airports on PPP basis at Kuppam in Chittoor district, the constituency represented by Naidu in the Assembly and Dagadarthi in Nellore district.

Later briefing media on the Cabinet decisions, Information and Public Relations Minister Kolusu Parthasarathy said Expression of Interest (EoI) will be sought. He said the techno-feasibility of the two airports were placed before the meeting. He said the required land will be acquired for developing the airports on a fast-track basis. HUDCO loan will be taken to develop the required infrastructure.

The Minister said after the decision to scrap the NALA Act, the laws relating to it will be changed. The Cabinet gave green signal to it. The procedures for land allotment to various tourism projects was discussed. ₹.904 crore worth critical works to improve the basic amenities in 29 villages surrounding Amaravati capital city were sanctioned.

The Cabinet cleared the 51st CRDA meeting's resolution to allot 100 acres each to SRM University and VIT at Amaravati to expand their campuses on payment of ₹2 crore per acre. Consent was also given to the CRDA's decision for land-pooling for the Gems & Jewellery Park as part of the ‘Gold Cluster’ project in Mangalagiri. As part of the project, 78 acres at Atmakur near Mangalagiri will be assembled under the Land Pooling Scheme (LPS).

Removal of the term “assigned” from ownership certificates issued under LPS, establishment of a sewerage water treatment plant in Amaravati at a cost of ₹411 crore and setting up a water distribution center at ₹376.6 crore were also cleared.
